Recognizing the extent of violence against children, UN Secretary-General Kofi Annan appointed an expert, Professor Paulo Sérgio Pinheiro, in 2003 to conduct a worldwide study on the issue. The UN Study on violence against children was presented in November 2006.

The study is a detailed picture of the nature, extent and causes of violence against children, and it proposes clear recommendations for action to prevent and respond to it. It highlights the unconscionable violence that affects boys and girls of all ages, regardless of nationality, education, class, religion or ethnic origin.
It provides an understanding of the different forms of violence against children, taking into account five main settings in which violence takes place – the family, schools, care and residential institutions as well as detention facilities and prisons, in work situations, and in communities and on the streets. A range of cross cutting issues are featured including trafficking and exploitation, refugees, separated and internally displaced children, and children affected by HIV.
The Study on Violence against Children shows that:
• 1,200,000 children are victims of trafficking.
• 218,000,000 children are involved in child labor, 126,000,000 of those in hazardous work.
• 1,800,000 children are involved in prostitution and pornography.
• 150,000,000 girls and 73,000,000 boys under 18 experienced forced sexual intercourse or other forms of sexual violence.
• Between 20 and 65% of school-aged children reported having been verbally or physically bullied.
• Between 100 and 140,000,000 girls and women in the world have undergone some form of female genital cutting.
• 53,000 children were murdered in 2002. |
The study recommends the establishment of a Special Representative to the Secretary-General on violence against children. Because violence against children relates to the mandates of multiple UN bodies and agencies, a high-level post is critical to ensure strong leadership on the issue and facilitate effective cooperation within the UN system and across all regions.

Follow-up of the Study on violence against children
The report on the first year of follow up to the UN Study on Violence against Children was presented at the UN General Assembly by the Expert, Prof. Pinheiro, in October 2007.
The report provides information on the dissemination of the United Nations Study on Violence against Children and on progress made in the initial phase of follow-up. It also sets out the necessary strategy to further promote the implementation of the Study’s recommendations.

A new post to combat violence against children has recently (27 November 2007) been decided by the UN General Assembly’s annual resolution on the rights of the child. The Special Representative to the Secretary General on violence against children will have for mandate to enhance the visibility of all forms of violence against children, to advocate for the elimination of this violence and support the implementation of the Violence Study’s recommendations.
