Child Helpline International

Who we are ?

Child Helpline International is a global network of child helplines with 89 members in 77 countries.

Telephone outreach services can link children to immediate rescue and safety; can provide solutions at the end of a phone and where necessary back up the voice of young people with direct interventions and advocacy.

Helplines provide a single, easily accessible window for a child in distress to reach out to what the govt and law guarantees them- safety, protection, health care, education and justice. The helpline provides a child-friendly interface, which the child can relate to. On the back end it links up to he allied systems, NGOs and the govt. Thus facilitating child care/protection resources and organisations to reach the child at the time when the child needs it most.

Regional and international helpline consultations have emphasised the importance of co-ordination amongst children's helplines. Global networking and support is vital in order to address the main aim of all telephone outreach services- the protection of all children wherever they live and whatever their circumstances.

How it all began

Child helplines around the world have been coming together both regionally and internationally since 1996, when they met for the first time in Venice, Italy.

At the international consultation in 2001 in Pune, India, the need for a helpline 'helpdesk' was discussed. This helpdesk was to provide support for existing helplines, but also to provide support to countries, especially economically developing countries, interested in initiating helplines in order to reach out to children with few or non existent child care services.

CHILDLINE India, led by Jeroo Billimoria agreed to take on the strategic planning and consensus building amongst the helplines. This led to the 2003 consultation held in Amsterdam, the Netherlands, attended by representatives from 49 helplines, where Child Helpline International (CHI) was launched.

The CHI secretariat is based in Amsterdam and is headed by Ms Jeroo Billimoria, who was made Executive Director in May 2004. CHI presently has 89 helpline members from 77 countries.

The vision and mission of CHI were developed by the CHI General Assembly (all helpline members) at the International Consultation in Amsterdam in September/October 2003.


A world where telecommunication allows children to be heard one by one and through their voices shape the world and realise their rights.


To respond to children in need of care and protection and voice their concerns to policy and decision-makers by establishing a global network of children's helplines and provide support to individual child helplines.


CHI aims to respond to children in need of care and protection, throughout the world and to make their needs and feelings known to policy and decision makers nationally and internationally.

CHI works actively at the international level with funding agencies, children's based networks, child protection agencies, corporate federations and telecommuncation organisations to support national helplines as a mean for child protection.

CHI facilitates the sharing of information, experience and resources amongst child helplines. The guiding principle of CHI is to ensure that regional level expertise is utilised and that each country develops its own unique helpline model.
