In 2004 the Commission on Human Rights adopted resolution 2004/110 to appoint, for a three-year period, a Special Rapporteur on trafficking in persons, especially women and children. The Special Rapporteur's purpose is to focus on human rights aspects of victims of trafficking. The Special Rapporteur was to report on trafficking of people all around the world, and make recommendation to the General Assembly and the UNCHR on how to improve the protection of these victims. It is the purpose of the office to respond to any reliable information about human rights violations with regard to trafficking with special attention to women and children.

The Special Rapporteur is required to conduct country visits and prepare annual reports concerning:

  • Actions to be taken with regard to violations against trafficked people when the system has failed to protect them
  • Formulation of country specific recommendations on how to prevent and combat trafficking

The current Special Rapporteur is Joy Ezeilo of Nigeria. She was appointed the United Nations Special Rapporteur on Trafficking in Persons, especially women and children for 2008-2011. She is a lawyer, feminist and scholar/activist. She has served in the Nigerian government as the Honourable Commissioner for Women Affairs and Social Development, Enugu State (2003-2004), and a federal delegate to the National Political Reform Conference. She is the founder and moderator of the West African Women Rights Coalition (WAWORC). She constructed the course, "Women, Children and the Law," at the University of Nigeria.

The previous Special Rapporteur is Ms. Sigma Huda of Bangladesh (2004-2008).
