The Ministry of Human Resource Development (MHRD) was established in 1985 dissolving the Ministry of Education. The MHRD has two departments: Department of School Education and Literacy, which oversees primary school education and literacy, and the Department of Higher Education, which oversees with secondary and post-secondary education.

The Ministry's function is to address the public and private education sector functioning by writing policies, programmes, schemes and legislation in coordination with other Ministries for the betterment of people's education and literacy. The School Education and Literacy Dept. aims at universal access and enrolment, universal retention of children up to 14 years of age in schools, as well as improving the quality of education and hence improving the essential levels of learning of children.

Child Programmes that come under the purview of the MHRD are Mid-day Meal Scheme and Sarva Shiksha Abhiyan

There are two important bodies associated with the MHRD.

  1. Nation Council of Educational Research and Training (NCERT): is non-profit organisation under the Societies' Registration Act. Its aim is to advise the MHRD on policies and programmes in the field of school education. To do so it undertakes research, training, and experimentation aimed at improving the school education sector.
  2. National Institute of Educational Planning and Administration (NIEPA): is an autonomous organisation set up and fully financed by the Department of Secondary and Higher Education. The objectives of the institute are research, education planning, training, print and publish information regarding successful programmes and initiatives for other Asian countries to follow.
