Open Learning Systems (OLS) started BfC analysis in Odisha in 2003 in partnership with HAQ 2001-02 to 2005-06. During the five-year period of study, children in Orissa were allocated an average of 13.25% of the state budget.

The largest portion of funds is allocated for children's education an average of 11.75 per cent of the state budget. Child health and protection are highly neglected sectors with only 0.14% and 0.03% allocations respectively. Child development on average received 1.33% of the state budget.

OLS continued this process with an analysis of 2004-05 to 2008-09 for state budgets.
