HAQ's Budget for Children in Himachal Pradesh

HAQ partnered with Himachal Pradesh Voluntary Health Association (HPVHA) to compile an analysis of state budgets for a five year period 2001-02 to 2005-06. There are 2510172 children in Himachal Pradesh comprising of 41.3 percent of the population

The budget for children shows an increase of 51.88 per cent against 56.45 per cent in the total state budget from 2004-05 to 2007-08 though the children budget as part of the state budget has decreased over the years. Sector wise the development sector is the only one that has seen an increase 2004-05 to 2006-07, but it too has declined in 2007-08. The reverse is seen in protection and education sectors but in the increase is marginal. Education received over 95% of the allocations while health only received on average 0.05% of allocations. On average the government only assigns 30% of the total budget to the social sector.
