HAQ partnered with M Venkatarangaiya Foundation Hyderabad in 2003 to compile an analysis of state budgets 2004-05 to 2007-08. Andhra Pradesh has 31 million children below 18 years of age that make up 41% of the state's population. The report noted that through there has been an overall increased in amount allocated to the child budget, the amount as a percentage of the state budget has declined.

MVF found that the increase in budget allocations were mainly due to increased investment in a few programmes namely Sarva Shiksha Abhiyan, Mid Day Meal Schemes under child education and ICDS under development. Each sector has seen a decrease in percentage investment except the child development sector.

The report also found that budgeted estimates, revised estimates and actual estimates are drastically different. For example child budgeted allocations were Rs. 751440.52 lakhs for the 2005-06. The revised estimates were Rs. 787773.55 lakhs but in reality the government only spent Rs. 652827.6 lakhs.
