In 2004 Ananthalakshmi and Srinandhini, V of the Indian Council for Child Welfare Tamil Nadu (ICCW) conducted an analysis of the state budgets for 1998-99 to 2003-04. Tamil Nadu has 10.118 million children aged 6-14 years. The report found that for every Rs. 100 spent by the government on average Rs.23.43 was spent on children between 1998-99 and 2002-2003. Sectorocal allocations for each sector have dropped over the years.

ICCW found that allocations for the universal immunization programme were not completely used. There is a dire need for increased fund to meet the need for more ICDS centers, night shelters, and other strategies to ensure universal elementary education.
